What is this project about?
The County of Santa Clara owns and operates the Santa Clara Valley Medical Center (SCVMC) in San Jose, California. The County is proposing the construction and operation of a new mental health inpatient/outpatient building called the Child & Adolescent Psychiatric Facility/Behavioral Health Services Center (BHSC) within the SCVMC campus.
When was this project approved?
On May 4, 2021 (agenda item 71), the Board of Supervisors adopted the Project Resolution making certain findings, adopting an Initial Study/Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the Santa Clara County Valley Medical Center Child and Adolescent Psychiatric Facility/Behavioral Health Services Center project, and approving the project. When does construction start?
The goal of the project is to begin construction by June 2022 and complete by October 2024.

Why did I receive a Notice of Intent to Adopt a Mitigated Negative Declaration?
It is a standard practice for the County to send a notice in the mail regarding an environmental document to neighbors of a proposed project.
What does the Notice of Intent to Adopt a Mitigated Negative Declaration inform me of?
The purpose of the notice for the Behavior Health Services Center was to inform the public of the following:
The County has evaluated the proposed project’s environmental impacts through the preparation of an initial study in compliance with the California Environmental Quality Act (CEQA). CEQA is a State law that requires government agencies to conduct an environmental review to evaluate potential impacts of a project upon the environment. Possible impact examples include, but are not limited to, air quality, biological resources, noise, water quality, and transportation.
As a result of the initial study for the Behavior Health Services Center, the Mitigated Negative Declaration finds that, although the proposed project could have a significant effect on the environment, changes or alterations called “mitigation measures” have been incorporated into the project to avoid or reduce impacts to a point where there will be no significant effect on the environment. Mitigation measures have been incorporated into this project to avoid or reduce impacts to biological resources, cultural resources, geology, noise, and tribal cultural resources.
