The future home of the County of Santa Clara Vietnamese - American Service Center (VASC) is located at 2410 Senter Road, in San Jose. The service center will deliver integrated, accessible and culturally responsive social and health services to support the local community, specifically the Vietnamese - American community. Its fundamental goal is connecting the community to the County services they need, in a seamless and collaborative model. The service center model will bring key County agencies together, to work in collaboration and address the overall needs of the community.
Vietnamese American Service Center RFP for Senior Nutrition Meal Program released
The Vietnamese American Service Center will be opening in the fall and will be a Senior Nutrition Meal site in addition to the medical and behavioral health clinics. The Senior Nutrition Program is seeking proposals for a vendor for the site. The VASC pre-proposal conference is Friday, May 28, 2021 at 2:30 p.m. via zoom.

Project background
In 2011, the Santa Clara County Public Health Department completed the Vietnamese - American Health Assessment, originally proposed by Supervisor Dave Cortese, which revealed significant health disparities within the community as well as cultural and language barriers preventing access to vital services.
This was followed by the Vietnamese - American Service Center Stakeholder Assessment, led by Supervisors Dave Cortese and Cindy Chavez, to further identify disparities and barriers relating to the County’s health and human services. The findings of the Stakeholder Assessment resulted in a recommendation by the Office of the County Executive to construct the Vietnamese - American Service Center.
Project timeline
On June 17, 2014, the Board of Supervisors approved a fiscal/budget item brought to the Board by Supervisor Cindy Chavez requesting approval of one‐time General Funds for the development of a Vietnamese - American Community Service Center Model.
On November 25, 2014, the County of Santa Clara’s Office of the County Executive issued a Request for Proposal seeking firms, consultants or organizations to provide project management services to develop and execute a community-driven plan for the Vietnamese - American Service Center Model Planning Project.
On June 23, 2015 the County of Santa Clara Board of Supervisors deliberated on the proposed agreement with Boat People SOS, Inc. to provide project management services relating to the development and implementation of a Vietnamese - American Service Center Model.
In February 2016 Santa Clara County Board of Supervisors approved the designation of the County-owned parcel located at 2410 Senter Road, near Tully Road as the future site of the County of Santa Clara Vietnamese - American Service Center.
On June 17, 2016, the Board of Supervisors approved the County Budget, including a $7,000,000 appropriation for the programming, design and demolition phase of the project.
On August 31, 2017, Facilities and Fleet (FAF) issued a Request for Statement of Qualifications seeking an A-E firm with significant expertise designing healthcare and social service facilities. The interviews were conducted early November and the panel selected AEDIS Architects as the top ranked firm.
On January 8, 2018 at the request of Supervisor Cortese, the Board approved the recommendations relating to the Vietnamese Service Center project, with further direction to Administration to enable incorporation of a memorial monument within the architectural design, to ensure subsequent community outreach and engagement, and to monitor the timeline for the overall project and associated milestones.
On August 13, the Board of Supervisors approved the advertisement of the construction contract documents to increase competition for the project in the construction marketplace. The County expects to receive qualification packages from prospective bidders by the end of August and subsequently, expects to receive bids by the end of September. The Administration plans to return to the Board of Supervisors with a recommendation to award a construction contract to the qualified lowest responsive and responsible bidder on the 2nd week of October.
On September 26, bids from pre-qualified General Contractors were opened and evaluated. Rodan Builders, Inc. was selected as the lowest responsive responsible bidder. On October 8th, the Board of Supervisors approved to award the contract, and by November 4th, Facilities and Fleet completed the contract documentation process and issued a Notice to Proceed to Rodan Builders, Inc. Contractors have mobilized on-site and begun performing site clearing, rough grading, soils treatment and compaction of the building pad.
